The Campbellsport Village Board discussed raising sewer rates by 9% in 2026 at its meeting on Monday, October 13.
Village Administrator Charlie Kudy provided background information on the recommended rate increase.
“Ehlers & Associates two years ago went through and did a cash flow study for our sewer utility and partnered that with our capital improvement plan that we came up with,” explained Kudy. “Part of that capital improvement plan is the phosphorus upgrades that we’re doing right now, as well as general maintenance on the [wastewater treatment] plant.”
The sewer rates have been raised by 9% the last two years.
“Our cash flow plan calls for another year of 9% rate increases,” stated Kudy. “The hope was that we could have fallen under the growth scenario, but that banked on all of our Pelton Apartments coming in one year sooner than what they did. So now, because Pelton Apartments are coming in one year later, we still have to have the revenue, which causes the 9% increase.”
While the sewer rate will increase, water rates and fire protection fees will remain the same per Public Service Commission (PSC) regulation.
Trustee Marianne Jarmuz made the motion to approve the sewer rate increase, which passed unanimously.
Board Matters:
• The board discussed approving Resolution of Issuance of 2025B Sewerage System Revenue Bonds for the Phosphorus and Plant Improvements at the Wastewater Treatment Facility. The bonds, along with a DNR Clean Water Fund loan, will pay for wastewater treatment plant facility upgrades. The village will receive principal forgiveness on the DNR loan. A motion to approve the resolution of issuance was made by Trustee Randy Zielieke and passed unanimously.
• The board also considered awarding the 2025 Village Hall and Police Department Security Upgrades Contract. The upgrades in the contract include the installation of bulletproof glass and a wall in the police department. The village received three bids. The lowest bid was from Capelle Bros. & Diedrich, Inc. at $39,610. The project is scheduled for completion by the end of this year. The motion to award the 2025 Village Hall and Police Department Security Upgrades Contract to Capelle Bros. & Diedrich, Inc. was made by Trustee Zielieke and passed unanimously.
• Trick-or-Treat will be from 2 to 4 p.m. on Saturday, October 25.
