Village of Kewaskum Awarded Innovation Planning Grant to Study Municipal Staffing

The Village of Kewaskum is pleased to announce it has been awarded an Innovation Planning Grant to fully fund a comprehensive study for police, fire/EMS, and municipal staffing. The $23,500 grant will cover the total cost of the study, which will assess shared services and opportunities to optimize operational efficiencies in anticipation of unprecedented growth.
To lead this initiative, the Village of Kewaskum has contracted with Innovative Public Advisors (IPA), a leading public sector executive recruitment and strategy firm. The study will explore organizational structure alternatives, public-private partnership models, and potential service providers to develop a sustainable staffing plan.
“It’s important to always be looking ahead and using data to guide our decisions so that we can act proactively instead of reactively. Preparing for growth means anticipating the Village’s needs before they arise and planning accordingly,” said Village President Fuzz Martin. “We’re incredibly thankful to Jay Shambeau and Jess Wildes from IPA Partners for guiding us through these efforts.”
The study will include a needs assessment, stakeholder engagement, partnership exploration, financial feasibility, and actionable recommendations. The project is expected to take approximately 3-4 months. “This grant allows us to take a proactive approach to innovative staffing partnerships and solutions,” said Village Administrator Adam Gitter.
